ระบบโทรศัพท์ของไทยก็คล้ายๆ กับนาๆ ประเทศ ประกอบด้วยโทรศัพท์ 2 ประเภทหลักคือ
- โทรศัพท์ยุคอนาล็อก (แบบดั้งเดิม) มีชื่อเรียกต่างๆ นาๆ ว่าโทรศัพท์บ้าน หรือโทรศัพท์สาย หรือโทรศัพท์ประจำที่ หรือโทรศัพท์พื้นฐาน (ต่อไปนี้จะเรียกว่าโทรศัพท์ประจำที่)
- โทรศัพท์ยุคดิจิตอล มีชื่อเรียกหลายอย่างเช่นโทรศัพท์ไร้สาย หรือโทรศัพท์มือถือ หรือโทรศัพท์เคลื่อนที่ (ต่อไปนี้จะเรียกว่าโทรศัพท์เคลื่อนที่)
ณ ปี 2559 ระบบหมายเลขโทรศัพท์ของไทยประกอบด้วยเลข 9 หรือ 10 หลัก หากเป็น 9 หลักแสดงว่าเป็นโทรศัพท์ประจำที่ หากเป็น 10 หลักแสดงว่าเป็นโทรศัพท์เคลื่อนที่ เช่น
- หมายเลข 0 53xx xxxx มี 9 หลัก แสดงว่าเป็นโทรศัพ์ประจำที่ ขี้นต้นด้วยรหัสพื้นที่ 053 แสดงว่าอยู่ที่เชียงใหม่
- หมายเลข 0 2xxx xxxx มี 9 หลัก แสดงว่าเป็นโทรศัพ์ประจำที่ ขี้นต้นด้วยรหัสพื้นที่ 02 แสดงว่าอยู่ที่กรุงเทพฯ และปริมณฑล
- หมายเลข 0x xxxx xxxx มี 10 หลัก ขึ้นต้นด้วย 06, 08, 09 แสดงว่าเป็นโทรศัพ์เคลื่อนที่ โดยโทรศัพท์เคลื่อนที่ไม่มีรหัสพื้นที่ๆ แน่นอน เพราะเคลื่อนที่ไปใช้ที่ไหนก็ได้ ดังนั้นรหัส 2 หลักแรกเปรียบเสมือนรหัสพื้นที่ของโทรศัพท์เคลื่อนที่โดยปริยาย
ข้อสังเกตุง่ายๆ อีกประการหนึ่งคือโทรศัพท์ประจำที่จะขึ้นต้นด้วย 02, 03, 04, 05 และ 07 ส่วนโทรศัพท์เคลื่อนที่จะขึ้นต้นด้วย 06, 08 และ 09 (อาจจะมีเพิ่มเติมต่อไปในอนาคต) แต่เดิมมานั้น การเขียนหมายเลขโทรศัพท์ เราจะเขียนรหัสพื้นที่อยู่ในวงเล็บ ตามด้วยเบอร์โทร เช่น
- (053) 123 456 เป็นเบอร์โทรศัพท์ประจำที่ มีรหัสพื้นที่ 053 หมายถึงเชียงใหม่ ตามด้วยเบอร์โทร 6 หลัก หากติดต่อกับต่างประเทศเราจะเขียนว่า +66 (0)53 123 456
- (02) 123 4567 เป็นเบอร์โทรศัพท์ประจำที่ มีรหัสพื้นที่ 02 หมายถึงกรุงเทพฯ และปริมณฑล ตามด้วยเบอร์โทร 7 หลัก หากติดต่อกับต่างประเทศเราจะเขียนว่า +66 (0)2 123 4567
- (08) 1234 5678 เป็นเบอร์โทรศัพท์เคลื่อนที่ มีรหัสมือถือ 08 ตามด้วยเบอร์โทร 8 หลัก หากติดต่อกับต่างประเทศเราจะเขียนว่า +66 (0)8 1234 4567
ให้สังเกตุว่าหากโทรทางไกลต่างประเทศ เลขศูนย์ในวงเล็บ (0) หมายถึงให้ละ/ข้ามไปไม่ต้องกด แต่หากเป็นการโทรภายในประเทศ ต้องกด (0) เสมอ ต่อมาในปี 2544 ได้มีการเปลี่ยนแปลงหมายเลขโทรศัพท์ประจำที่ทั้งประเทศให้เป็นระบบเลขหมาย 8 หลักเหมือนกันหมด และในระบบเลขหมาย 8 หลักไม่มีรหัสพื้นที่แล้ว ส่งผลให้การเขียนหมายเลขโทรศัพท์เปลี่ยนไป โดยหากยึดตามมาตรฐานของสหภาพโทรคมนาคมระหว่างประเทศ (International Telecommunication Union: ITU) ก็ให้เขียนเลขศูนย์ "0" นำหน้า ตามด้วยเลขหมาย 8 หลัก ซึ่งเป็นไปตามหลักของการเขียน Trunk prefix + Subscriber numbers โดยแบ่งกลุ่มตัวเลขด้วยช่องว่าง หรือจำง่ายๆ ให้แบ่งเป็นกลุ่มๆ กลุ่มละ 4 หลักนับจากทางขวามือ เหลือกี่หลักก็จะเป็นกลุ่มซ้าย/แรกสุด (กรณีติดต่อกับต่างประเทศก็ใช้หลักการเดียวกัน) เช่น
- 0 5312 3456 (เบอร์โทรศัพท์ประจำที่ เชียงใหม่) หากติดต่อกับต่างประเทศเราจะเขียนว่า +66 5312 3456
- 0 2123 4567 (เบอร์โทรศัพท์ประจำที่ กรุงเทพฯ) หากติดต่อกับต่างประเทศเราจะเขียนว่า +66 2123 4567
- 08 1234 5678 (เบอร์โทรศัพท์เคลื่อนที่) หากติดต่อกับต่างประเทศเราจะเขียนว่า +668 1234 5678

อนึ่งในการโทรทางไกลระหว่างประเทศ การใช้เครื่องหมาย "+" หมายถึงการแทนรหัสการเข้าถึงระบบทางไกลระหว่างประเทศ (ต่อไปนี้เรียกว่า รหัสทางไกลระหว่างประเทศ) โดยการกด "+" อาจหมายถึงการกด "001", "004", "005" หรืออื่นใดก็ได้ตามที่ผู้ให้บริการเครือข่าย (ที่เราใช้) จะกำหนดไว้
นอกจากหมายเลขปกติ 9 หรือ 10 หลักดังกล่าวมาข้างต้น ประเทศไทยยังมีหมายเลขพิเศษเป็นหมายเลขโทรศัพท์แบบสั้น 3 หรือ 4 หลัก ไว้ใช้ในโอกาสต่างๆ เช่น
- หมายเลขโทรศัพท์แบบสั้น 3 หลัก ใช้เป็นรหัสทางไกลต่างประเทศและเป็นเบอร์ฉุกเฉินต่างๆ
- หมายเลขโทรศัพท์แบบสั้น 4 หลัก ใช้ในส่วนราชการและภาคเอกชนทั่วไปในการเป็นศูนย์บริการข้อมูล/สายด่วน
ในการใช้หมายเลขพิเศษ เช่นรหัสทางไกลต่างประเทศ ค่าโทรหมายเลขโทรศัพท์แบบสั้น 3 หลัก ที่ใช้เป็นรหัสทางไกลต่างประเทศ ถุกคิดรวมอยู่ในค่าโทรทางไกลอยู่แล้ว ส่วนเบอร์ฉุกเฉิน 3 หลักไม่เสียค่าโทร ส่วนใหญ่เบอร์เหล่านี้จะใช้ได้ดี แต่หมายเลขโทรศัพท์แบบสั้น 4 หลักนั้น พึงระลึกไว้ก่อนโทรว่า
- หมายเลขโทรศัพท์แบบสั้น 4 หลักเหล่านั้นเหมาะที่จะใช้ในประเทศไทย/ภาษาไทยเท่านั้น เกือบทั้งหมดไม่รับสายต่างชาติ
- อย่าคาดหวังบริการที่ดีเลิศ ที่บอกว่าเป็นศูนย์บริการข้อมูล/สายด่วน/คอลเซ็นเตอร์นั้น ความจริงอาจรับสายช้ามาก หรือรอนานจนสายตัดไปเอง หรือไม่ก็เป็นระบบตอบรับอัตโนมัติที่ไม่ตรงกับความต้องการของเรา
- หมายเลขที่ใช้ในการขายสินค้า/สั่งอาหาร จะเป็นหมายเลขที่ให้บริการดีและรวดเร็ว
- ค่าโทรหมายเลขโทรศัพท์แบบสั้น 4 หลัก ส่วนใหญ่คิดในราคาปกติ แต่เราอาจจะรู้สึกว่าแพงขึ้นเพราะเรามีโปรโมชั่นลดค่าโทรอยู่และโปรโมชั่นนั้นไม่รวมการให้บริการหมายเลขโทรศัพท์แบบสั้น 4 หลักนั่นเอง แต่ก็มีบ้างที่โทรฟรี โดยเฉพาะเบอร์สายด่วนของทางราชการ

| Same as other countries, Thailand telephone system is divided into 2 major systems:
- The traditional analog system called landline phone, fixed line phone, basic phone, house-hold phone or infrastructure phone, hereinafter called landline phone.
- The digital system called mobile phone, cell phone, hand-held phone, wireless phone or portable phone, hereinafter called mobile phone.
At present (2016), the telephone number system comprises of 9-digit or 10-digit number. The 9-digit number is landline phone number and 10-digit number is mobile phone number, for example:
- 0 53xx xxxx is a 9-digit number which indicates that it is a landline telephone. Starting with area code 053 represent Chiang Mai.
- 0 2xxx xxxx is a 9-digit number which indicates that it is a landline telephone. Starting with area code 02 represent Bangkok and its vicinity.
- 0x xxxx xxxx is a 10-digit number which indicates that it is a mobile phone. Currently, mobile phone numbers start with 06, 08 and 09. The mobile phone number does not have a specific area code because it is portable and can be used in any area. Therefore, the first 2-digit represent the area code by default.
It is noticeable that the landline phone number will stat with 02, 03, 04, 05 and 07 but the mobile phone number will start with 06, 08 and 09 (possibly expanding in the future). In the past, we write the telephone number in a format that start with area code in the bracket and follow by the phone number, for example:
- (053) 123 456 is a landline phone number which area code 053 represents Chiang Mai and follow by 6-digit phone number. For international call, this should be written as +66 (0)53 123 456
- (02) 123 4567 is a landline phone number which area code 02 represents Bangkok and follow by 7-digit phone number. For international call, this should be written as +66 (0)2 123 4567
- (08) 1234 5678 is a mobile phone number. It starts with mobile code 08 follow by 8-digit phone number. For international call, this should be written as +66 (0)8 1234 5678
It is commonly known that for international call, the prefix/leading zero in the bracket (0) shall be skipped/omitted. However, for local call, the leading 0 must be dialed. In 2001, the landline phone number in Thailand has been changed to 8-digit number nationwide. There will be no area code in the 8-digit number, resulting a phone number format change. If we follow the ITU guideline (International Telecommunication Union), we should start with leading "0" and follow by 8-digit number. This is in the "Trunk prefix + Subscriber numbers" format where each group of number is separated by space (not hyphen). Easier tip, separate the number into groups of 4-digit from right, the remaining digits is in the left/first group (same format for international number), such as,
- 0 5312 3456 is a landline phone in Chiang Mai. For international call, this should be written as +66 5312 3456
- 0 2123 4567 is a landline phone in Bangkok. For international call, this should be written as +66 2123 4567
- 08 1234 5678 is a mobile phone number. For international call, this should be written as +668 1234 5678

For international call, dial "+" signify the access code to international network, hereinafter called "Access Code". Ones should aware that dial "+" means dial "001", "004", "005" or others depend on what have been specified by the network operator (that our handset/phone/SIM belong to).
Apart from the normal 9-digit or 10-digit phone numbers, Thailand also has a special number which are short-form number 3-digit and 4-digit. This are used in a couple of occasions, such as,
- The short-form number 3-digit are used as access codes and emergency numbers
- The short-form 4-digit are used in both public and private sectors for call center and hotline purposes.
Those special numbers, e.g. 3-digit Access Codes, the service charge is included in the long distance call air time charging. Those Emergency numbers are free of charge. These 3-digit numbers are servicing pretty well. However, those short-form numbers, 4-digit, may not satisfy your needs. Please keep in mind that:
- Those numbers are suitable for local call in Thai language only. Almost of them do not take a second language.
- Do not expect an excellence services. Even they claimed that the number is call center or hotline but actually may be even slower or no attendance till the line is disconnected on time out. Some of them are Auto-Attendance line which may not serve your need.
- Normally the numbers used in sales and food delivery response quickly and timely.
- The fee/air time for those 4-digit numbers are charging at a normal rate. But ones may feel that they charge at a higher rate. This is because they have a special promotion at a reduced rate but that promotion does not include the call to 4-digit numbers. Some of 4-digit number calling are free of charge, especially, the public hotline.
